The Valley Council voted Monday to rebid the 40th Street East Spine Road project after an executive session, citing uncertainty about the existing bid and saying a new bid would be in the interest of all concerned.

In September, the council unanimously awarded the project to Webb Utilities. Two bids were received during the previous bidding process. Adams Construction submitted the lower bid, at $3,773,098.76, while Webb Utilities submitted a higher bid and was selected for the project.

The council held its regular called meeting at City Hall.

In other business, Valley Parks and Recreation Director John Neal discussed the upcoming fall festival, scheduled for Friday from 5:30 to 7:30 p.m. at the Sportsplex.

“We’ll have vendors, bounce houses, other events, then we’ll start the hay ride down to Lakeview,” Neal said.

Neal also spoke about plans for the 70th anniversary of the Valley Merry-Go-Round, with the countdown set to begin after Thanksgiving.

The council declared properties at 115 Greenberry Circle and 2502 Columbus Road public nuisances.

It also agreed to impose weed liens on the following properties:

  • 6504 24th Ave.

  • 1564 River Road

  • 1040 Monk Street

  • 522 Hall Memorial Circle

  • 1602 River Road

  • 403 Glenwood Street

  • 301 Spring Street
